About Community Development Block Grant Program
The Community Resources Department administers the Community Development Block Grant (CDBG) program funded by the US Department of Housing and Urban Development (HUD). CDBG is the Federal Government’s primary program for promoting community revitalization throughout the country, providing annual grants on a formula basis to more than 1,000 metropolitan cities, including Fayetteville.
CDBG funds are used for a wide range of community development activities directed toward neighborhood revitalization, economic development, and improved community facilities and services.

The Action Plan

In order to receive annual CDBG funding, the City must submit a five-year CP, and an annual Action Plan for each of those five years. In the CP, the City identifies its goals for CDBG programs, which also serve as the criteria against which HUD will evaluate the City's performance in carrying out the identified goals. The CP promotes a comprehensive approach to local decisions by requiring the City to pull together all local residents interested in community development - helping identify the needs of the community to formulate strategies for addressing current and future needs.
National Objectives
Any project obtaining CDBG funding is required to meet at least one of three national objectives:
- Aid in the Prevention or Elimination of Slums or Blight
- Benefit Low- and Moderate-Income Persons
- Meet Urgent Community Development Needs
Activities
Eligible Activities
- Acquisition of real property
- Activities relating to energy conservation and renewable energy resources
- Construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purposes
- Provision of assistance to profit-motivated businesses to carry out economic development and job creation/retention activities
- Public services, within certain limits
- Rehabilitation of residential and non-residential structures
- Relocation and demolition
Ineligible Activities
- Acquisition, construction, or reconstruction of buildings for the general conduct of government
- Certain income payments
- Construction of new housing by units of general local government
- Political activities
Federal Reporting
The Community Resources Division is the City's primary agency for both the Consolidated Plan (CP) and the Consolidated Annual Performance and Evaluation Report (CAPER).
CAPER
At the close of each program year, the City uses its CAPER to inform the public on how CDBG funds have been expended and to describe the purpose and extent to which the programs have been delivered.
