Operations Program

The programs managed by this division include the following:

• Capital Expenditures: Purchases of assets of more than $5,000 are budgeted and depreciated as part of water and sewer operations, due to the enterprise nature of utility systems.
• Capital Water Mains: The construction of new water mains to replace deteriorated and undersized facilities is performed under this program, using water service revenues to maintain an adequate and reliable water distribution system.
• Debt Service: This program monitors the debt obligations of Water and Sewer Operations, and identifies the interest costs for the public indebtedness. Principal costs are incorporated into depreciation expenses.
• Operations and Administration: Management of the staff, equipment and resources necessary for the provision of municipal water and wastewater services. This division serves 39,000 water customers, 32,000 sewer customers; all representing a population of over 75,000 people.
• Sewer Main Maintenance Program: This program deals with operation, repair and preventative maintenance of the sanitary sewer collection system. System components include over 550 miles of sewer mains with approximately 12,050 manholes.
• Capital Sewer Mains: The construction and rehabilitation of new sanitary sewer mains to replace deteriorated and undersized facilities is performed under this program, using wastewater service revenues to maintain an adequate and reliable wastewater collection system.
• Wastewater Treatment Plant Capital: Purchases of assets of more than $5,000 are budgeted and depreciated as part of wastewater treatment plant operations, due to the enterprise aspect of this service.
• Wastewater Treatment Plant Division: The operation and maintenance of the Noland Wastewater Treatment Facility and the West Side Wastewater Treatment Facility has been contracted to Jacobs Engineering Group Inc. (formerly CH2M Hill Engineers, Inc.). Included within the contract responsibilities are NPDES permit reporting, industrial pretreatment program administration, care of 38 wastewater pumping stations, and sludge disposal.
• Water and Sewer Connections: Connection of customers to existing water and sewer mains is performed under this program, with connection and tap fees being used to recover the costs of the work.
• Water Distribution Maintenance: This focuses on maintenance, repair and replacement of the water distribution facilities. Infrastructure includes more than 782 miles of water mains, 4,449 fire hydrants and 13,654 valves.
• Water Purchased Program: This program deals with coordination of the purchase of water from Beaver Water District under the water supply agreement. Average daily water purchase is 13 million gallons per day.
• Water Storage and Pump Maintenance: Maintenance, repair and service of the water pumping system and water storage facilities are important to Water Storage and Pump Maintenance. Items addressed by this program include 14 water storage tanks, 10 water pumping stations and 3 lake dams.
