Utility Billing
Pay your utility bill online or to set up online payments here.
Customers may also use drop-boxes outside of City Hall (check or money order only) and continue to make payments through the mail (address below).
Requests for new service can be made by phone or by email. Visit New Water and Sewer Services for new service contact information and instructions.
Using the eUtility Payment System
View the eUtility User Guide (PDF).
- You will need to set up a new username and password the first time you use eUtility. You will need the account number and full account name, both found on your utility bill, to set up an eUtility account.
- eUtility accepts Visa, Mastercard, and Discover credit or debit card payments only. You may set up scheduled payments using your debit or credit card in eUtility, or enroll in automatic ACH bank draft payments (see "Automatic Bank Drafts" below).
- Scheduled recurring credit card payments in eUtility will process automatically on the due date. If you have a balance due when signing up for eUtility, a one-time payment of the balance due is required to keep your account current.
- Once you have set up your username and password, eUtility will allow you to view your water usage, pay your utility bill either by making a one-time payment or utilizing recurring debit/credit card payments, and view past bills. You may also sign up for paperless billing!
Automatic Bank Drafts (ACH)
If you already have ACH direct deposit set up, you are not affected by this change, and no changes will be made to your account.
To set up automatic payments made directly from your bank account, fill out the ACH (Bank Draft Authorization) form and submit it, along with a voided check, to the Utilities Financial Services Division.
You may submit these materials in person, by mail, via fax, or scan the documents and send them by email. This step is only required for new ACH requests, existing ACH payments are not affected by the online payment system change.

- When is my bank draft taken out?
-
Your bank draft will be taken out on the due date listed on your utility bill.
- When is my bill due?
-
Bills are due from the date they are mailed. Customers have 20 days to pay without a penalty. A 10% penalty will be assessed on the 21st day, and a disconnect notice will automatically be generated.
- I have compared my bill to my neighbor's. Why is mine higher? We have the same size house.
-
Water and sewer bills are based on consumption. The national average per person per month is 2,000 to 2,500 gallons. This would be for personal hygiene usage only. Family consumption can vary greatly based on individual habits.
- Why is the sewer portion of my bill higher than my water?
-
Sewer surcharges are higher than water charges. This is due to the state-of-the-art sewer treatment facility the city is required to maintain.
- How many gallons could leak through a running toilet in the span of 10 minutes?
-
A running toilet could leak, depending on certain variables (size of tank or valve, water pressure, etc.) between 1 1/2 - 50 gallons, thus costing water and sewer charges.
- Can I change my due date?
-
No, there are 9 billing cycles in the utility system. Meters are read according to geographic location. The week following the meter being read the cycle is billed.
